Background: Jobs and Society was founded for several reasons. There was a great need for an international network capable of co-operating in the fiels of job creation. There was a great need for new, local, small-scale undertakings. A more people-oriented kind of leadership needed to be developed in the business community. The idea with Enterprise Agencies was first tested in the UK in 1979, in a small town named Saint Helens, just outside Liverpool. In a short time more Enterprise Agencies developed, which resulted in establishing a large number of new enterprises. Apart from contributing to the economic growth of the country it also created numerous new jobs.

Sweden: The positive development and results from the UK during the seventies and eighties inspired such action in Sweden. Thus, Sweden´s first Enterprise Agency was created in Kallinge/Ronneby in 1985. The Jobs and Society initiative came about with the active participation of Volvo, the local authorities and the local business community. The Enterprise Agency was developed in order to counter the effects of the shutdown of Kockums steel plant.

Since the start, nearly 90 new Enterprise Agencies have been founded in Sweden, spreading from Ystad in the south to Luleå in the north.
